Course Description
The purpose of this course is to provide a reasonably comprehensive overview of the issues, problems and processes associated with personnel administration in the public sector. The course is designed to cover three basic areas: 1) the environment and development of public personnel administration; 2) the processes of personnel administration; and the issues and dilemmas of human resources management/personnel administration
Purpose and objectives
Upon completion of the course, students should be able to:
  • Account for the major historical events that have affected the development of the Ghanaian public service
  • Distinguish between personnel administration and human resource management
  • Explain the processes and tools of personnel administration/human resource management such as recruitment and selection, organization/job design, position classification, compensation, training and development, performance appraisal etc.
  • Explain the theories of motivation, their strengths, weaknesses and relevance
  • State the competing values that have led to controversy and conflict in the practice of personnel administration/human resource management
  • Identify the issues, problems and dilemmas as well as limitations of personnel administration/human resource management
  • Assess the utility of human resource Information Systems in public organizations
