Purpose and Objectives
The course seeks to introduce students to policy monitoring and evaluation within the context of public policy analysis. The course will examine the concepts of monitoring and evaluation; types of monitoring and evaluation; the role of evaluators; criteria and techniques for policy monitoring and evaluation and case studies. Consequently, students will be provided with some of the core skills in monitoring and evaluation applicable in any administrative and project management setting.
OBJECTIVES:
·         Make students appreciate the key principles which guide public policy analysis.
·         Ensure that students grasp the overarching philosophy and specific logic underlying monitoring and evaluation.
·         Expose students to the different approaches and methods of monitoring and evaluating government policies.
·         Develop students’ competencies in applying appropriate monitoring and evaluation principles and tools to analyze public policies.
Assessment
A mid-semester examination will constitute 30% of the overall assessment of the course. A final examination will constitute 70% of overall assessment.
